Haryana Leads India’s First AI-Powered People’s Budget

๐ŸŒ Haryana’s AI-Powered Budget Portal: A New Era of Participatory Governance

Artificial Intelligence is reshaping industries worldwide, but in Haryana, it’s now reshaping governance itself. Chief Minister Nayab Singh Saini has unveiled the AI-driven “Haryana Budget Janbhagidari” portal, a pioneering initiative that invites citizens to directly contribute to the state’s 2026–27 budget-making process.

๐Ÿค Citizens at the Heart of Budgeting

Traditionally, state budgets have been crafted behind closed doors, with limited public input. The new portal changes that by enabling residents, experts, and stakeholders to share suggestions on priorities like health, education, agriculture, and infrastructure.

  • Citizens can submit ideas in Haryanvi, Hindi, or English, ensuring inclusivity across diverse communities.
  • Inputs can be shared via QR code, missed call, or online submission, making participation accessible even in rural areas.
  • Over 1,000 citizens joined on the first day, signaling strong public interest in shaping Haryana’s financial roadmap.

๐Ÿค– Meet “Pooja”: The AI Assistant

At the heart of the portal is an AI assistant named Pooja, designed to interact with citizens, record their inputs, and categorize them intelligently.

  • AI Categorization: Suggestions are grouped into themes like healthcare, education, agriculture, and digital infrastructure.
  • Ease of Use: Citizens can engage through simple voice or text interactions.
  • Transparency: AI ensures that every suggestion is logged, reducing the risk of oversight.

This marks the first AI-based participatory budgeting initiative in India, setting a precedent for other states.

๐ŸŒ Why It Matters

  • Citizen-Centric Governance: Moves budgeting from a bureaucratic process to a people’s budget.
  • AI for Democracy: Demonstrates how technology can strengthen transparency and inclusivity.
  • Scalability: If successful, this model could be replicated across other Indian states.
  • Challenges: Ensuring digital literacy, rural accessibility, and unbiased AI categorization will be critical.
